TEDA International School (TIS) is a highly praised academic name in Tianjin’s foreign community area. TIS has staked its reputation on providing academic excellence by offering outstanding early childhood, primary and secondary educational programs including a wide range of Advanced Placement (AP) offerings.

 

TIS is a government-owned, nonprofit, nonsectarian, coeducational day school founded in 1995. Its aim is to provide an outstanding Nursery to the 12 grade educational program for students of all nationalities residing in the Tianjin Economic Development Area (TEDA). TIS is accredited by the Western Association of Schools and Colleges (WASC) and the Council of International Schools (CIS). The school community includes members of foreign and local businesses as well as local government.

For the term 2017-2018, TIS has a new headmaster who is in charge of making good character, communication, creativity, critical thinking - all pillars of the TIS educational system - flourish. Timothy D. Warren has been working in U.S. and international education for almost two decades. He has traveled the world and has worked in China before, focusing on international school leadership and creating the right academic medium where both teachers and students engage, bond and evolve.

You have worked in several countries with different cultures and traditions. How will this experience help you lead TEDA International School?
 
Originally from the U.S., I have had the good fortune to live and work in a variety of settings. My first appointment was in the heart of Bogot谩, Colombia. From there I transitioned to a school in Casablanca, Morocco, where I oversaw both middle and high school programs. Recently I was in Guangzhou, China. Each of these diverse experiences has given me a strong foundation in cultural differences and expectations.

I have learned that many things are the same in schools around the world. Students want to be encouraged by supportive teachers in an emotionally-safe learning environment. Parents want their children to be challenged, but cared about and treated as individuals. And teachers want administrative and parent support, suitable classroom space and adequate time and resources to provide the best possible learning experiences for their students.
 
Is it hard relocating? How do you feel so far in TEDA, Tianjin?
 
The teachers and staff at TIS have been very welcoming and supportive and have put a lot of effort into helping all our new staff feel at home. After a year living in the bustling metropolis of Guangzhou, TEDA feels very relaxing and tranquil.

What part of the TIS educational philosophy made you take up the role as headmaster?
 
The first is an emphasis on service learning. Providing opportunities for children to give back to their community teaches young people to be considerate of others and helps them develop an inclusive world view. The second factor was TIS’ emphasis on character growth and real world skill development through its Expected School-Wide Learning Results (ESLR) program.
 
How are you going to create the right environment for parents, staff and children to work together and have a successful academic year?
 
My job will entail fully supporting many positive programs and initiatives currently in place. We will continue to seek avenues for increased parent involvement in school events and activities as well as additional opportunities to share their opinions and ideas.
 
How do you manage difficult situations between families and academic faculty members?
 
Schools are human service agencies and conflict is part of human life. The most critical step to resolving conflict is to take time to listen and ask questions. Often, conflicts are the result of misunderstandings resulting from inadequate communication. Resolution may come after clarifying those misunderstandings and establishing an agreement to communicate more effectively.

What are the advantages of studying at TIS as compared to other offers on the market?
 
Unlike many international schools with high staff turnover, TIS has established itself as a stable learning community that provides students with a rigorous learning experience through qualified and caring educators. All our teachers have professional certification or training in their grade level or subject area and many of them have been teaching at the school for five years or more. From my experience both as an administrator and an expat parent, it is difficult to find an affordable international school with a record like that.

TIS is accredited by different international organizations and belongs to several international associations. Could you explain the importance of such recognitions?
 
Being accredited implies that a school is committed to rigorous standards of teaching and learning and is dedicated to continuous improvement. Organizations provide ongoing training and professional support for teachers and administrators as well as a cooperative network between member schools. Membership with these organizations underscores TIS’ commitment to the highest international education standards and to regular appraisal by professional external evaluators.

Are there any parts of TIS that you would like to improve, reform or create? 
 
Our current strategic plan addresses the need for growth and reform in the areas of instruction, community engagement and facility renovation. I plan to work with our leadership teams as well as the local education bureau to move forward on developing action plans to address each of these needs.

What role do you think technology should play in education and how intensely should it be implemented to replace traditional systems?
 
Effective schools worldwide fully embrace technology. Good schools can’t ignore that but neither should they look to technology as a replacement for traditional education. There are many things about traditional education that are foundational and remain critical: human interaction, oral communication, sharing ideas with others in an open forum, collaboration and teamwork among others. Technology should be integrated with and used to support traditional education, not replace it.
 
What makes a good headmaster? What would you like your TIS legacy to be?
 
A good headmaster has many of the same qualities as any effective leader. He (or she) needs strong communication skills. He must be decisive but should also be able to build a community by seeking input. He needs to understand the wide-ranging needs and concerns of the school and to take a strategic “big picture” approach to improvement and growth. And he needs to support his staff and serve as an advocate for students, teachers, and the school. I hope to be remembered as one who provided meaningful, genuine service to the school community and that the school is a little better off than it was when I started.

How do you expect children from different cultures to grow and learn together at TIS?
 
Children often learn best by example. Culturally our staff is quite diverse, yet they work very successfully as a unified team, whether teaching in the classroom, coaching a sport or leading an activity. By observing our teams of teachers, advisors and coaches in action, our students experience numerous authentic examples of working and learning in partnership with people from other cultures.
 
What are the advantages of working at a school owned by the government bureau?
 
Our relationship with TEDA education bureau will provide stability and credibility to our program as well as support and assistance with issues impacting the school.

How do prefer to spend your free time? What are your hobbies and passions?
 
Like most expats, I enjoy traveling and experiencing new cultures. I lost count but so far I have had the good fortune to visit at least 35 different countries. I enjoy being outdoors, hiking, cycling, tennis and golf. In recent years I participated in a few small triathlons and last year I was a member of a Guangzhou’s international dragon boat team!

What are your top three goals for the 2017-2018 academic year?
 
My first objective is to familiarize myself with the TIS community. I need to get to know our staff, students and parents, learn the strengths and challenges of the program and understand the organizational, financial and governance structures currently in place. I will work to align the efforts of our academic sections, expand the teacher training and development program and seek ways to further involve our students and parents in our strategic planning.
 
Second, TIS is now preparing for the accreditation review process. Representatives from our accrediting agencies will visit the school this fall to evaluate progress and provide recommendations. The preparation process is demanding as it requires the school to critically analyze and evaluate its policies and practices. 
 
Finally, I will work with our team to enhance our promotional and marketing plan. TIS will be working with advisors this fall on a rebranding effort. Also, I will need to devote time to building relationships with both our local government and business communities. 
 
Ultimately, our goal will be to make TIS the first choice for foreign families living in the TEDA area. I am always happy to welcome visitors and show off our school. Please don’t hesitate to contact us or stop by to see our program and what our kids are doing.
